Japan's defense2 chief has asked for the United States to quickly  hand-over the US an Air Force 1)sergeant3 accused of 2)rape in Okinawa last Friday. And Japan's defense minister says further delays could fan a 3)backlash against the huge U.S. military presence in the area.
Japanese Defense Minister Gen Nakatani is demanding that the United States turnover4 Air Force Sergeant Timothy Woodland without further 4)delay. He made the request during a phone conversation early Thursday with Deputy Defense Secretary Paul Wolfowitz.
Police in Okinawa have 5)obtained an arrest warrant for Mr. Woodland's arrest Monday. They say he raped5 a local woman last Friday in a 6)parking lot of a tourist area near Kadena Air Base, where he is stationed. Since then, he has been questioned numerous times by Japanese police, but remains6 in the custody7 of the U.S. military. He has denied the 7)allegations.
According to a spokesman from Japan's Defense Agency, Mr. Nakatani told the U.S. official that further delays could lead to an 8)escalation of emotions in Okinawa against the presence of 26,000 American troops on the island. The incident Friday follows a string of 9)offenses by U.S. military personnel, which has sparked anger from local 10)residents.
Keiichi Inamine, the Governor of Okinawa, is also concerned about a potential backlash. He says that Okinawans are getting more angry and he hopes there will be a solution to this incident as soon as possible. U.S. officials say that turning Mr. Woodland over to Japanese authorities is complex, because his rights must also be considered. Under a bilateral8 11)agreement, U.S. military personnel suspected of committing crimes in Japan need not be turned over until formal charges have been filed.
If Washington complies with Japan's request, Mr. Woodland, would likely be tried in the Japanese court system, which has a 12)conviction rate above 90 percent.
