The Cairo Declaration issued by China, the US and the UK expressed the political will of the allies and opened a new chapter for the establishment of the post-war international order. 

In 1943, the US proposed a policy to make China a major power in Asia Pacific Region. The Cairo Coference was part of this policy. Franklin Roosevelt, Winston Churchill and Chiang Kai-shek met on November 21th. The US and the UK had previously1 discussed the issues, so the focus was getting China and the US to agree. After the summit, the US drafted the Cairo Declaration for review. The UK objected to Northeastern China, Taiwan and the Pescadores being returned to China. The UK wanted all territories occupied by Japan to be given up, but not to any specific country.

China countered that Japan was the invader2 and the declaration must say clearly that China’s territories must be returned. The US agreed and the clause was included. On December the first, the three countries signed the Cairo Declaration simultaneously3 in Chongqing, Washington and London.
