According to the head of logistics for the Organisation3 for the Prohibition4 of Chemical Weapons, bad weather and shifting battlefronts in Syria’s civil war are to blame for the delay. Damascus agreed to transport the "most critical" chemicals, including around 20 tons of mustard gas, out of the northern port of Latakia by the end of the year. Under the international-backed deal, proposed by Russia in September, the Syrian government also agreed to abandon its chemical weapons completely by next June.
