On the surface, life appears normal enough in Juba. In reality, after five months of conflict, what’s accepted here as normal has changed immeasurably. Not so long ago, these people lived and moved freely around their city - and their country. Now they’re forced to take refuge inside a United Nations compound - survivors1 of brutal2 ethnic3 clashes - and braced4 for more to come.
No one will talk to us on camera, for fear of being victimized. After a short while of filming we are asked to leave Incredibly, these thousands are among the lucky ones. Many outside Juba have no access to basic services, and little food or water. Aid agencies fear a famine is looming5.
Aid is supposed to be getting in under a ceasefire deal signed in Ethiopia on Friday. Both sides accuse each other of breaking the terms, but South Sudan’s military says it’s allowing aid into areas it controls.
"Definitely the humanitarian6 organizations are allowed to to pass as far as their own security is guaranteed." Sudan People’s Liberation Army spokesman Col. Philip Aguer said.
For a humanitarian corridor to come into effect the cessation of hostilities7 by both sides is South Sudan’s government has called for a mechanism8 to monitor the ceasefire be put in place immediately.
"We respect the note rests of our people and that is why the humanitarian situation is one of the priorities of creating a conducive9 atmosphere for humanitarian groups to reach our poor and vulnerable people.” Sudan People’s Liberation Army spokesman Col. Philip Aguer said.
Getting that aid in is crucial. Already many thousands have been killed in this conflict. But agencies fear starvation and disease will claim a far higher death toll10 in months to come.
