　　当前，网络安全问题日益凸显。网络入侵、网络攻击（cyber intrusions and attacks）等非法活动，严重威胁着电信、能源、交通、金融等重要领域的信息基础设施（key information-related infrastructure）的安全。草案规定，要保障网络产品和服务安全（safeguard Internet products and services），保障网络数据安全（guarantee the safety of network data）。

　　同时，草案规定网络运营者应当制定网络安全事件应急预案（emergency response mechanism），及时处置系统漏洞（system loophole）、计算机病毒（computer virus）、网络入侵（cyber intrusion）、网络攻击（cyber attack）等安全风险。
