And a dispute over GST revenue is threatening to scuttle⁵ the Prime Minister's hopes of clinching⁶ a national health funding deal. State and territory leaders are set for a second day of negotiations⁷ in Canberra. Kevin Rudd needs to convince Victoria and Western Australia to give up a third of their GST revenue in order to get his health funding plan through. But both state premiers⁸ are standing⁹ firm.
