今年，北京市有望再增加一个“警种”——校警。近日，北京市正组建校园警察队伍，计划年内进驻中小学和幼儿园，从而全面提升中小学、幼儿园的安全管理与防范水平。

Beijing is planning to dispatch "school police" this year in a bid to improve safety management and danger prevention in the city's kindergartens, primary and middle schools, Beijing Daily reported Wednesday.


《北京日报》周三报道，为提升城市幼儿园、中小学的安全管理和危险防范，北京市今年计划派遣“校警”。


文中的school police就是指“校警”，按照初步方案，校园警察分为full-time officers（专职校警）和on-call officers（责任校警）两种。


专职校警实施station at schools or kindergartens（驻勤制），one officer responsible for one school（一校一警），全职负责所驻学校、幼儿园的警务工作。根据易受安全侵害的不同程度，专职校警的派驻侧重于小学及幼儿园，原则上，这些校警会进入四类学校和幼儿园。责任校警参照community police（社区民警）工作模式，他们将深入辖区内未派驻专职校警的学校、幼儿园开展工作。


校警的职责主要：protecting schools（保卫校园）；handling emergencies（处置突发案件）；helping schools resolve on-campus disputes（协助学校化解纠纷）；conducting safety education for students（对学生开展安全教育）；coordinating with other agencies to maintain public security（配合相关部门维护公共安全）。

 

公安部门全面负责校警的管理工作，并对他们实施performance appraisal（绩效考核）。校警所负责学校、幼儿园的满意度和师生、家长的安全感与满意度是绩效考核的重要依据。
