4. New York’s new World Trading Centre Tower once it is finished will replace Chicago’s Willis Tower as the nation’s tallest building. A panel of architects says a needle atop the Manhattan skyscraper⁸ is a permanent spire⁹, not an antenna¹⁰, and can be included in its height.
