相关政策即将出台 洋外教入职门槛要提高

国家外国专家局将发布一系列指导意见，旨在确保学校和教育培训机构不聘用无资质的外籍人员。

Twenty years ago, many English-speaking expats in China applied¹ for teaching jobs because work was easy to come by. Routine inspection² of qualifications was almost nonexistent and all most people needed were their mother tongue and an engaging character.

二十年前，许多讲英语的外国人在中国申请教学工作，因为得到这项工作是相对容易的。对相关资格的常规检验几乎是不存在的，多数人只要具备的要求就是他们的母语以及吸引人的性格。

The old criteria³ no longer apply. China is now demanding better-qualified, more-competent English teachers, and by the end of the month the nations top regulator of expat employment is expected to further raise the bar by implementing⁵ a tough application policy.

现在，这一旧标准将不再适用。中国现在要求条件更好的、更有能力的英语教师，而在本月底，国家外籍就业最高监管机构有望进一步通过实施强硬政策来提高标准。

"Expats who want a job as an English teacher will have to obtain a teaching certificate in China, just as Chinese teachers do," said Qiu Xusheng, a senior official with the administration.

国家外专局高级官员邱旭升表示：“想从事英语教师工作的外籍人员将和国内教师一样，必须在我国取得教师资格证书。”

"Once we confirm that people have been hired illegally, we will report the facts to the relevant administrative⁶ departments, such as the public security department," he added.

他补充道：“一旦认定外籍人员非法就业，我们将上报公安机关等有关行政主管部门。”

The new policy has been designed to meet the ever-rising demand for high-quality foreign experts, Qiu said. Although he declined to reveal further details of the upcoming regulations, he said regulators at the provincial⁷ and municipal levels will be required to fully⁸ implement⁴ the new policy.

邱旭升称，新政策旨在满足不断增加的优质外国专家需求。虽然他拒绝透露即将实施的相关规定的更多细节，不过他表示，监管部门将在省级和市级全面落实新政策。

Data from the administration show that China currently needs at least 100,000 foreign teachers and the number is expected to rise. That has resulted in a mixture of good, bad and indifferent expats flocking into the teaching market in the country.

国家外专局的数据显示，目前我国至少需要10万名外教，且预计这一数字还将继续上升。这导致了良莠不齐的外籍人员涌入我国教学市场。
