The guideline, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, identified areas that the police could improve in its law enforcement activities, such as application of information technology.

mechanism3 that ensures lawyers' right to practice, including keeping
defense4 lawyers informed, hearing their defense, as well as accepting lawyers' appeals and complaints.
该意见呼吁公安要健全保障律师执业权利的机制，包括告知辩护律师案件情况、听取其辩护意见、接受律师的申诉、控告等。
Regarding
supervision5, the guideline ordered heightened accountability, saying that police officers will be held accountable throughout their life for cases they handle.
在监督方面，意见要求加强责任制，实行公安民警办案终身负责制。
Public security authorities should also use the law enforcement information network, so that all cases can be tracked and reviewed, according to the guideline.
