But let's start with the WTO because last December the World Trade Organization's 160 members got together in Bali and actually agreed on something. It was the snappily named Trade Facilitation Agreement, which would have streamlined global customs procedures¹ that some say would have been worth $1 trillion to world trade. But it is now not going to happen. It's been blocked mainly by India.

首先来看世贸组织方面的消息。去年十二月，世贸组织的160个成员国在巴厘岛会面，而且还真的就某些问题达成了一致，那就是名字十分花哨的《贸易促进协议》。该协议简化了全球的海关手续。现在有人认为，这个协议本来对世界贸易的价值能有一万亿美元，但是现在就不可能了，因为印度等国反对该协议。
