On the face of it, the economy looks good. Growth is averaging 7% to 8%. Foreign exchange reserves are at an all-time high. Interest rate's coming down. Inflation's under control. But their foreign investors1 have been slow to come, with the notable exception of China, which is wading2 in financing and building massive infrastructure3 projects. Sri Lanka also wants Western money.
