But first Ukraine has accused Russia of carrying out an armed invasion after what it described as units of the Russian Black Sea Fleet surrounded an airport near the Crimean city of Sevastopol. The Ukrainian Interior Minister Arsen Avakov said armed men in uniform but without identifying insignia were patrolling outside.
