China says it has exercised strict and effective control over military trade.

Foreign Ministry1 Spokesman Hong Lei made the remarks in response to a report saying China-made man-portable air defense2 systems had fallen into the hands of militants3 in Iraq and Syria.

The report also questioned the capacity of countries that purchased the weapons, like South Sudan, to ensure the security of depots4. 

Hong Lei said the report was untrue.

"China does not export weapons to non-state entities5 or countries and regions that come under the arms embargo6 sanctions of the U.N. Security Council."

Hong Lei added that China requires the recipient7 country to provide end-user and end-use certification and make a clear commitment not to transfer those weapons to a third party without China's permission.
