The course cancellations are said to be tied to a July 31 announcement by the Communist Party's central organization department which stated education fees for officials would come under review. In recent years, the training programs have become popular among officials but they have also become synonymous as a conduit for corruption4. Critics say it is difficult to assess how education funds are applied5 to governance, which are given to officials either through public budgets or even corporate6 sponsorships.
