President Bush is renewing 1)sanctions on the Taleban forces that control most of Afghanistan. Meanwhile, administration officials say they are trying to convince other countries to put pressure on the Taleban to turn over suspected terrorist leader Osama bin1 Laden2. The sanctions were originally 2)imposed by former President Clinton in 1999 and renewed a year later. President Bush says they are still needed today.
In a written statement, Mr. Bush says the Taleban continues to provide safe haven3 and a base of operations for Osama bin Laden. He goes on to say the bin Laden operation has committed, and threatens to commit, acts of violence against Americans.
The sanctions bar trade-related 3)transactions involving U.S. citizens and Afghan territory controlled by the Taleban. It also 4)freezes all Taleban assets held in the United States. The sanctions were imposed after the Taleban rejected repeated American calls for the extradition4 of Osama bin Laden. They are just one way the Bush administration says it is dealing5 with the threat posed by the 5)wealthy Saudi 6)dissident who has been living in Afghanistan for the last few years.
A senior administration official says the United States is working with other countries that are concerned about the activities of Osama bin Ladin. The official says one country Washington is trying to 7)enlist in the cause is Pakistan. The official says the administration is talking with the Pakistanis about their relationship with the Taleban, and by 8)extension, the Taleban's relationship with Osama bin Laden.
The official - who spoke6 on the condition she would not be 9)identified - described talks with Pakistan as a very tough 10)conversation with an old friend. She said Pakistan must understand the United States cannot 11)tolerate even an indirect link to Osama bin Laden.
The official said the United States is working hard to stay one step ahead of the terrorist leader. She 12)indicated most of the administration's efforts to 13)deter terrorist attacks take place far from public view. In her words: it is wrong to talk about a war on terrorism. . .you just do it.
