Israel is insisting that the United Nations hand over an 1)unedited videotape related to the kidnapping of three Israeli soldiers last year along the border with Lebanon. U.N. officials say Israel can view the tape only if it is 2)censored to hide the faces of members of the militant1 Islamic group, Hezbollah.
Israeli Defense2 Minister Binyamin Ben-Eliezer has written a strongly worded letter to U.N. Secretary-General Kofi Anan about the affair. The letter says Israel finds the decision not to hand-over the original videotape to be 3)puzzling, and raises doubts about the 4)integrity of the 5)footage.
The video was taken 18-hours after the kidnapping, and shows Hezbollah members and vehicles with 6)fake U.N. signs, apparently3 used to 7)lure the soldiers into a trap. The families of the three abducted4 soldiers have issued a public demand for the United Nations to hand over an uncensored version of the videotape.
Former Israeli Ambassador to the United Nations, Dore Gold, now a senior advisor5 to Israeli Prime Minister Ariel Sharon, says the position taken by the world body is causing a crisis of confidence. Mr. Gold says that it is clear the United Nations does not want to help Israel for fear its troops in southern Lebanon will come under attack from Hezbollah. "This is part of the problem with peacekeeping forces and it is problem we have seen in other parts of the world," Mr. Gold said. "I think that peacekeeping forces put themselves many times in dangerous positions and they are concerned that if they lose their 8)neutrality they will be threatened, taken hostage. For example, this precise set of considerations affected6 the behavior of U.N. forces in the former Yugoslavia, in Bosnia".
A spokesman for the U.N. forces in Lebanon, Timor Goksel, says that it cannot be seen to provide information to either side for fear of risking its 9)reputation for - 10)impartiality and neutrality. But Mr. Gold says the net effect of this decision is to punish Israel unfairly.
He says by withdrawing its troops from southern Lebanon last year Israel had fulfilled U.N. resolutions. Hezbollah, on the other hand, backed by Syria and Lebanon, is 11)violating the U.N. resolutions. "There is a serious problem emerging here because the United Nations is concerned about its neutrality between Hezbollah and Israel. But there are times when neutrality is the wrong word to use".
Israel is demanding that the United Nations launch an internal 12)inquiry into the affair and, in particular, the role of members of the Indian 13)regiment in southern Lebanon, who were in the area of the kidnapping and also produced the videotape.
