Palestinian leader Yasser Arafat began talks Saturday with an American 1)envoy, on a relatively1 quiet day in the Palestinian 2)territories.
Senior State Department official David Satterfield was expected to 3)urge Mr. Arafat to do more to end the violence that has rocked Gaza and the West Bank for the past nine months.
The visit to the region by Mr. Satterfield, who is a former 4)ambassador to Lebanon, comes as a month-old U.S.-brokered cease-fire has all but 5)collapsed.
The diplomatic focus shifts to Cairo Sunday, when Mr. Arafat meets with Egyptian President Hosni Mubarak. Israeli Foreign Minister Shimon Peres is also scheduled to meet the Egyptian leader.
There have been scattered2, minor3 incidents since Friday, but Thursday night saw some of the worst 6)clashes in months in the volatile4 West Bank city of Hebron, where about 400 ultra-nationalist Jewish settlers live among some 150,000 Palestinians.
Israel says it is following a policy of 7)restraint in responding to Palestinian violence, but Defense5 Minister Binjamin Ben-Eliezer told Israel Radio that there are limits to what Israel will put up with, and he suggested that a change in policy may be near. "I don't want, 8)definitely, to lead to an escalation6. I only want the Palestinians to know that I expect Mr. Yasser Arafat to decide which direction he's leading his people," he said. "Either to a destruction, or to build." He said the Palestinian leader has the power to stop the violence in a day or two, despite Mr. Arafat's statements that he cannot control militant7 9)factions such as Hamas.
Amid widespread pessimism8 on both sides about the situation, two British defense journals have published reports of an Israeli army plan for a massive 10)invasion of the West Bank and Gaza Strip aimed at destroying Palestinian forces. Israel has denied the report.
