Pakistan's President, at the start of a visit to India, has said progress on divided Kashmir is key to 1)normalized relations with New Delhi. General Musharraf and Indian Prime Minister Atal Behari Vajpayee officially begin a summit meeting Sunday in the north Indian town of Agra.
Pakistan's President, General Pervez Musharraf wasted no time raising the Kashmir issue on his arrival in New Delhi. In his arrival statement General Musharraf said he is looking forward to "meaningful, frank and substantive1" discussions when he sits down with Indian Prime Minister Atal Behari Vajpayee Sunday.
General Musharraf received a full 2)ceremonial welcome at Rashtrapati Bhawan, the sandstone palace built as a home for British Viceroys in the colonial era. It is now home to India's President. India 3)blacked out television coverage2 of the welcome ceremony because of concern about how viewers would react to pictures of Indian soldiers 4)saluting Pakistan's military ruler.
Early in the day, General Musharraf placed flowers at a memorial to Mahatma Gandhi, then went into meetings with senior Indian political leaders. Later, he visited his 5)boyhood home in New Delhi's old quarter.
Also Saturday, the Pakistani leader met with Kashmiri 6)separatist political leaders at a 7)reception at the Pakistani 8)ambassador's residence.
Sunday, General Musharraf will sit down with Prime Minister Vajpayee for a formal summit in Agra, home of the Taj Mahal.
Pakistan says it wants to discuss Kashmir, which it calls the "core issue" of the summit. India, on the other hand, says it wants to talk about what it calls 'cross-border terrorism issues" in Kashmir - as well as a package of other issues ranging from a proposed natural gas 9)pipeline through Pakistani territory, to 10)safeguarding the two countries' nuclear 11)stockpiles.
Kanti Bajpai, a leading security analyst3 at New Delhi's Jawarharlal Nehru University, says despite low 12)expectations for the summit, there could be agreement on some issues. "There is always a danger that summits won't work, there are no guarantees, we know that from other peace processes," he says. "But the fact is that there are two or three things going on. First of all the Indians and Pakistanis have had a back channel of some kind where they have been talking to each other much more informally, perhaps through non-official 13)intermediaries. So I think they have probably worked out more than they are 14)revealing publicly. Secondly4 there is a sense that both leaders have to their credit that their publics are kind of 15)fatigued by Kashmir."
This is the first time that the leaders of India and Pakistan have met in more than two years. In 1999, Prime Minister Vajpayee traveled to Lahore to begin a dialogue with then Prime Minister Nawaz Sharif. Following that meeting, however, Indian troops discovered that an armed force from Pakistan had crossed the "line of control" into Indian-controlled territory and occupied 16)strategic positions. That led to a mini-war in the Kargil region of Kashmir, and put relations between the two countries on ice.
In recent months tensions along the "line of control" have eased, but they still exist. Just hours before General Musharraf arrived in New Delhi, Indian and Pakistani troops exchanged small arms fire along the 17)frontier, the first such incident this year.
