　　be at sixes and sevens其实和六七没有多大关系，而是想当于中文中的“七上八下，乱七八糟，拿不定主意”。因此，当美国人说"The chairman is at sixes and sevens over the issue of budget increase."时，他/她要表达的意思就是:"The chairman is hesitating about the issue of budget increase."、"The chairman has no idea about the issue of budget increase."。
