China and New Zealand have announced plans to take their relationship to the level of a comprehensive strategic partnership1.

The announcement has been made following talks between Chinese President Xi Jinping and New Zealand Prime Minister John Key.

A 27-year-old suspect has been detained in connection with the attack.

Authorities say the attacker had no previous history with any of his victims.

Police say the suspect does have a history of mental disease.
