12th-graders — largely stagnant1, since the last time they took this test in 2009. Only about one-quarter of high school seniors reaching the proficient2 level in math, 38% hitting the mark in reading in the 2013 National Assessment3 of Educational Progress.

One theory is more lower-performing students in the mix, instead of dropping out on the heels of a record 80% graduation rate in 2012.

Still, the Chair of the National Assessment Governing Board, calls the lack of improvement unacceptable. Third and eighth grade students have been improving, slowly, since the early 1990's.
