manifesto的意思是宣言，尤其是政党的宣言。

But Modi backed away from it after pressure mounted with the protests against the citizenship³ law. 印度总理莫迪的政党在去年的大选中获得压倒性胜利，该政党的竞选宣言承诺要进行全国登记。但是随着对公民法的抗议带来的压力越来越大，莫迪不再坚持这一主张。
