But why are there so many potholes when we've been paying more in fees and fuel taxes?

Zach Gorchow, editor of Gongwer News Service, joined Stateside today to explain. He recently wrote a blog titled, "Imploding2 Roads Natural Consequence Of 2015 Plan."
