美国新财长:不急于评判中国汇率政策

　　美国新任财政部长史蒂文?姆努钦(Steven Mnuchin，上图前排右一)并未落实唐纳德?特朗普(Donald Trump，上图前排右二)有关很快把中国列为汇率操纵国的竞选承诺，他暗示，不急于对人民币汇率水平做出结论。

　　Mr Mnuchin said Treasury would proceed with the normal process of determining if China was manipulating its exchange rate, meaning there would be no announcement on the issue before a regular Treasury report due in April.

　　姆努钦表示，财政部将履行正常流程，以判定中国是否操纵汇率，这意味着财政部于4月发布定期报告之前，不会对此问题做出任何声明。

　　“We have a process within Treasury where we go through and look at currency manipulation across the board, and we’ll go through that process,” Mr Mnuchin told CNBC. “We’ll do that as we have in the past and we’re not making any judgments³ until we continue that process.”

　　“我们在财政部内部有一个流程，我们通过它来考察世界各国的汇率操纵情况，我们将会走这一流程，”姆努钦告诉美国财经新闻频道CNBC。“我们会像过去一样做，在走完这个过程之前，我们不做任何评判。”

　　During the presidential campaign, Mr Trump pledged to brand China a currency manipulator on his first day in office. However, he told the Wall Street Journal just before his inauguration⁴ that he would first talk to the Chinese government.

　　在竞选期间，特朗普承诺在他上任第一天就把中国列为成为汇率操纵国。然而，他在就职之前告诉《华尔街日报》(WSJ)，首先他将与中国政府谈谈这一问题。

　　Mr Mnuchin, a former Goldman Sachs banker who assumed the Treasury role last week, said the administration wanted to pass “very significant” tax reform by August — a goal that many experts believe is overly optimistic given divisions among Republicans on Capitol Hill and differences with the White House over what to include in the reform.

　　上周就任财长的高盛前银行家姆努钦表示，特朗普政府想在8月前通过“非常重大的”税务改革方案——许多专家认为这个目标过于乐观了，因为对于改革应该包括什么内容，国会中的共和党议员内部，以及国会与白宫之间都存在分歧。
