Something I'm often hearing is,  我经常听别人说
"Prostitution would be fine if we made it legal and regulated it." “如果为卖淫制定法律并合理管理,卖淫的情况就会好很多。”
We call that approach legalization, and it's used by countries like the Netherlands, Germany and Nevada in the US. 这种方式叫卖淫合法化,被荷兰,德国和美国的内华达州所采用。
But it's not a great model for human rights.  但是从人权的角度来说,这不是一个好的模型。
And in state-controlled prostitution,  在国家控制卖淫的情况下
commercial sex can only happen in certain legally-designated areas or venues2, 性交易只可以在法定区域或街道上获得,
and sex workers are made to comply with special restrictions3, like registration4 and forced health checks. 性工作者也必须遵守特殊的规定,比如注册和强制身体体检。
Regulation sounds great on paper,  规定理论上听起来很好,
but politicians deliberately5 make regulation around the sex industry expensive and difficult to comply with. 但是政客们故意提高性产业的价格门槛,让这些规章制度非常难以遵守。

In this two-tiered system, the most vulnerable people are forced to work illegally, 在这个双层系统里,最脆弱的人被迫违法工作,

So. It's looking like all attempts to control or prevent sex work from happening makes things more dangerous for people selling sex. 所以,似乎所有想要控制或者阻止性工作的方式都反而让性工作者更加危险。
